ToonTasks: For the "find a relic using a treasure map" part of the tutorial, force the treasure map to be inside of a player city

This'll need a list of friendly/active cities first. Basically, it'd encourage the new player to journey to a city that they have a decent chance of joining, and maybe then player retention.
