Citadel: If a player uses Pick Block on a stone block, they shouldn't be able to reinforce using /ctr until they change hotbar slots, change something in their inventory, or wait some amount of time

Quality of life: I find myself frequently pick blocking to place a stone block, and then trying to break something without care for what's in my hand. I want to break the thing, not reinforce it.
