Ensure that the version of LAVA we are using from backports is stable

Linaro pushes a new version of LAVA to debian backports at times which are not under our control
Issue description
These updates can break the VM provisioning - we need to have a stable version and can then migrate to the newer version at a convenient time. The version of LAVA can be specified in the installation.
