Use a stable version of kernelci for the imminent release andELC-E training
Issue Background
The master version of kernelci does not provision - see #139 (closed)
Issue description
To get a release version (as a lot of development is happening in kernelci currently ) we will use an older version of kernelci which we know will provision
Acceptance criteria

Freshly provisioned b@d builds local kernel/initramfs and health checks -
Branch checked in with merge request -
merge completed
