Problem to see inserted media files on CIP wiki when not logged in

Issue Background

Robert cannot see the inserted media files on the CIP public wiki pages.

Issue description

@rajm can upload media files and insert them in a wiki page but he needs to be logged in in order to see the file.

Acceptance criteria

@rajm can insert the media files he upload himself and view the media on the pages when not logged in.
