Create script for population of initramfs

Issue Background

The steps from #12 (closed) onwards at https://wiki.linuxfoundation.org/civilinfrastructureplatform/cipsystembuildhowto are scriptable

Issue description

The steps should be put in a script which the user will be able to run rather than lots of user controlled steps

Acceptance criteria

• A file to populate initrams exists in /vagrant/scripts
