Problems with the iwg20m health check when the VM's host is Windows 10

Issue Background

The b@d vm provisions successfully but the vm cannot connect to the board via telnet and the USB connection

Issue description

I get connection refused. If I swap the cable to use the BBB it works successfully.

Also when I restart the VM - it fails with the following messages

Is vagrant halt not successfully completing?
