Move the journal

Issue Background

@szlin mentioned Moxa devs might use the journal but currently it is under CIP testing.

Issue description

Move the journal away from CIP testing and into a higher level on the tree (wiki) so it can be used for other activities. To do so, the following tasks should be performed:

Create a new wiki page for the journal
Create a new link on the top wiki page to take you to the new journal.
Add a warning message in the current journal so nobody adds new content. Include in that message the link to the new journal.
Copy the current journal in the new page.
Delete the content on the current wiki. This has to be done this way since we have no ability to move nor delete wiki pages.
Change the links to the current journal in the wiki and point to the new page.
