Map state estimates and SNC into other frames
When running a filter, we may want to plot the estimate of the filter in some other frame, e.g. SMA around the Moon after this maneuver, or plotting the state in the RIC frame.
Similarly, the SNC may be defined in one frame, and converted into another.
Important: this must allow the estimates to report a full state instead of the state deviations wrt the filter's model. This is important for real OD when we don't have the truth model. This work should also allow for differencing between different states (to report the actual difference between truth and estimated with different models)
