Added HPAs for:

Bumped default replicas to 2 for sidekiq(s)

Didn't touch workhorse and pages since they're dead code

Didn't change task-runner since it is utility and not HA

Didn't touch gitaly because #432 (closed)

Didn't touch gitlab-runner because that's more of an explicit choice by the end user
