Allow the disabling of `shared-secrets` sub-chart.

- Add `enabled` flag to `shared-secrets` chart, default `true`
- Add documentation of `enabled` flag, and warnings of need to manually create.
- Add notice to `NOTES.txt` when `shared-secrets.enabled: false`
