Gateway API | Support multiple webservice deployments

Summary

The current webservie HTTPRoute does not support exposing multiple websercice deployment: https://docs.gitlab.com/charts/charts/gitlab/webservice/#deployments-settings.

This is needed for starting the rollout of Envoy Gateway to pre on .com.

Acceptance Criteria

• Multiple webservice deployments can be exposed via Gateway API
