Added support for docker machine executor in helm chart

This MR adds support for autoscaling using docker-machine feature according to https://docs.gitlab.com/runner/configuration/autoscale.html

For last month I have been testing this configuration using EC2 Spot instances and it worked pretty well :-)

I did a test on DigitalOcean and it worked too :-)
