Add a way for a user to be ignored/banned from accessing bot commands

To prevent abuse from users without having to resort to a full ban it would be nice to be able to tell the bot to ignore specific users.

Ideally this would be through a discord role in my view but it doesn't sound like we have access to that so just a flat user list would be fine.
