stubs and static files

Cake must be able to save files to the static files webroot. these files are available as a virtual volume when in production. For this, it must be mounted into the cake container. It must also be mounted into nginx so nginx can serve those files too. We also need to create a stub with the same structure for dev testing.

• mount a stub webroot or its subfolders into the cake and nginx container !475 (closed)
• change add / edit staff code so staff photo is saved in that folder
• change add / edit staff code so pdf from journals are saved in that folder !475 (closed)
• change add / edit article code so pdf from ojs are saved in that folder
• make sure staff photos are visible on the staff page
• make sure pdf articles are available from their article page
