temporary archival images folder

We need to set up a temporary archival images folder where we can have both archival images uploaded directly by the user through the DL system, and also images created by the image pipeline. then @dakshp07 can use images from that folder even if they haven't been uploaded to wasabi yet.

• create an archival images temp folder on the vm, in the share / data folder
• create a stub for dev environment
• save archival images created with the image pipeline in the same folder
