2Factor authentication enabled

Description right now 2FA contains a skip button for easier development. skip button should not be present as 2FA should be forced on users opening account from differnet devices pages not present in admin/ folder should be accesible without login

Reproduction try to make account on framework.

Expected behavior forced 2FA on all users.
