prepare to redirect queries from cdli.ucla.edu

Because the ucla server is going to shut down soon, we have to prepare to redirect incoming traffic from the subdomain. We would give them the MPIWG server IP to point to and we handle the redirects using nginx rules. In this issue, we could simply fix the domain redirection for now. There are other issues looking to address the rule base replacement of old links to new links. So if we tell UCLA to redirect to cdli.ucla.edu to 141.14.236.204 , visitors should be redirected to the new cdli pages at https://cdli.mpiwg-berlin.mpg.de/.
