articles cc by notice

We need to change the cc by sentence for the articles:
"[LOGO] This work is licensed under a Creative Commons Attribution 4.0 International License except when noted otherwise and in the case of artifact images which follow the CDLI terms of use" over "terms of use, link to /terms-of-use and in the routes, route terms-of-use to /postings/5

This is urgent because visitors think they can reuse photos we do not own which are in the articles. It wasn't a problem before when the articles were copyrighted.

Also add the link to Terms of use in the footer
