is it safe to merge publications?

Someone has to test locally the merging of publications and check in the db what happens on merge, and review the code. After merging 45 to 50 entries together, when looking at the new pub entry, far fewer artifacts than expected were linked to the publication. What happened to the duplicate publications? What happened to the links between the pub(s) and the artifacts?
