KIM API based simulations throws error in end with version 2.4.1

After completing the simulation, KIM-API tries to print the citation info, currently it just prints a Base64 encoded string of the citation. In version 2.4.1 KIM-API moved from ascii to Base64 encoding for ML model supports. The error can come from two sources

1. Fortan API in KIM-API is broken,
2. Fortran calls in DL_POLY is broken/non-standard

Looking into it and will update shortly.
