Bootcounting doesn't reset

It seems like there's situations where, after an updatectl upgrade, the boot entry is automatically disabled via bootcounting. When this happens, the system becomes stuck in the rollback deployment (updates are never booted into because they're disabled via bootcounting, AND re-deploying an update will just update the latest deployment w/o resetting its bootcounting status)

Potential solution: Always reset bootcounting on all deployments when the bootcounting helper runs? Need to investigate what causes this bug in the first place
