WIP: Use Multiple Python Interpreters

Summary

Python integration tests should be run for all python versions that we support. The previous docker image based on docker:19.03 (an alpine image) did not allow to install further interpreters. I changed the docker image to an ubuntu image with all required interpreters.

Test Environment

Check that all interpreter versions (3.6-3.8) run in the pipeline
