Incorporation of additional cost effectiveness measures

RoI doesn't appear to be a particularly common health economics measure for vaccines. I suggest we include ICERs as a way of showing how cost effective a particular test and vaccinate regime might be. We would probably want to think about whether the ICER should be relative to no vaccination or relative to stopping testing in the previous year.
