Implement Combined Fishing Bait

Combined fishing bait will basically be the exact same as the current fishing bait berry items, except it will be an item that is cooked in the pot and whatever berries you add to the seasoning slots at the top will add on additional effects to the bait (See document). It needs to be detected as a fishing bait item in the fishing bait JSON folders and also whatever fishing bait effects need to be able to be read by the system that currently checks for fishing bait effects when fishing
