Distributions are still using bzip2 1.0.x and bzip2 -V/-L actually getting stuck or returning a -1 exit code is confusing.

Note that this is already part of Debian/Ubuntu for at least a decade.

Please consider merging this commit from master branch into release/1.0 branch.
