default llvm (v15) build fails

While I was trying to build llvm with the default recepie(v15), I encounter an linking issue with regard to -fPIC:

"output/host/lib/gcc/riscv64-buildroot-linux-gnu/14.1.0/../../../../riscv64-buildroot-linux-gnu/bin/ld: ../../lib/libLLVMSupport.a(TimeProfiler.cpp.o): relocation R_RISCV_TPREL_HI20 against `a local symbol' can not be used when making a shared object; recompile with -fPIC collect2: error: ld returned 1 exit status"

looking at FPIC flag in the recepie files it seems to be enabled:

"buildroot_rv64/package/llvm-project$ grep -ir pic llvm/llvm.mk:# We don't use llvm for static only build, so enable PIC llvm/llvm.mk:HOST_LLVM_CONF_OPTS += -DLLVM_ENABLE_PIC=ON llvm/llvm.mk:LLVM_CONF_OPTS += -DLLVM_ENABLE_PIC=ON"

so I wonder what is missing ? I have installed all the dependencies and and the build almost goes through the end (96%) before the error message.
