Delete account via the web-frontend

It's currently only possible to delete an account via the (premium) user admin interface. It must also be possible to a user to delete his account via the web-frontend. This should be visible in one of the tabs in the user settings modal. Here the user must enter his current password and maybe do an email confirmation before deleting the account.
