growfs: New example code

This is a potential fix for https://github.com/CentOS/centos-bootc/issues/394

OK this also needs changes to handle idempotence, annoyingly growpart exits with 1 if it doesn't make any changes.

I'm working to upstream an improved version of this here too fedora/bootc/base-images!9 - it does just make sense in our generic base images.
