Modify Curation Reward

Currently curators earn 50% of post payout. This is too high. Curators do not do any creative work.

I would like to suggest that curators after hard fork 2 receive 10% of the post payout. Curators do valuable work, and should be compensated for it. But the compensation should not be as high as the compensation for actual creative work.

Note

This was my original idea. @baabeetaa's idea about letting authors control reward distribution per post is better, so keep reading.
