Investigate race condition in test for duplicate request Ids

see: io.bluebank.braid.core.jsonrpc.JsonRPCMounterTest#that executing a second invocation with the same id as an active invocation fails

This test fails on master and on various build servers Rarely on a fast laptop. Build servers tend to be a little slower than laptops.
