Water shader

Water shader needs fixing for Godot Vulkan branch.

sampling depth buffer not working yet: https://github.com/godotengine/godot/issues/35646

for now I have disabled water shader so it looks like poo but it at least should not have random bright colours. on NZ water was disabled.

also want to make this shader affected by the quality - low quality water is simpler
