fix(frontend/UsersList): remove warning icon when user is 'INITIAL' and get rid of 'excludeUnauthorized'

Deactivated will still NOT be listed. Only PAs are able to deactivate an user, on admin side. The  link between a project and a deactivated user persists the deactivation: so deactivated users could still appear as project users.
