feat(projects): send email notification to ticketing system when status of user is set to AUTHORIZED

Since users which are in INITIAL status can be added to projects, but no email is sent to the ticketing system,
an email must be sent to the ticketing system when the status of a user is changed to AUTHORIZED
for every project the user has permissions in.
