Build under Windows via Cygwin

I have a Windows system with Cygwin installed, which has the make, and git packages installed and working. Also, git-lfs is side-loaded and seems functional. I've also installed MikTex as indicated in the wiki, in addition to installing the latest version of Inkscape.

Should the Makefile be working? I'd love to get this working, but I am currently running into errors. The first error I see in the console output is:

(C:\Program Files\MiKTeX\tex/generic/iftex\ifluatex.sty)))

! LaTeX Error: File `transparent.sty' not found.

This transparent.sty file does not exist in git.
