`mkdocs serve` fails

To serve the docs, we run mkdocs serve. It fails with the following error -

ModuleNotFoundError: No module named 'toc(permalink=true)

It is deprecated as per https://github.com/mkdocs/mkdocs/issues/1640#issuecomment-424799608
