Bugs fixed

• Other: Sigsegv upon starting dexed. (#33)
• Other: the setting files could be corrupted when values contained mutli-bytes UTF-8 characters. (#19)
• installers: fix the rpm package since it required a dependency specific to the gitlab runner used to release.
