Document BASEROW_OSS_ONLY environment variable

We have a BASEROW_OSS_ONLY but it's not documented.

As mentioned here: https://community.baserow.io/t/is-there-a-way-to-hide-premium-features/6601/2 we should add some documentation for this variable and ensure new premium code doesn't break this setting.
