Start config server after first ntp sync

Antoine requested to merge fix_race_between_enduser_shutdown_and_config_server into stable

so we're sure at that time the wifi is correctly up. Also increase waiting time to 10s before starting the server, this should allow enough time to enduser to shutdown correctly.
