Improve documentation for point_cloud_filter_transform_node design
Description
Improve documentation of the https://autowarefoundation.gitlab.io/autoware.auto/AutowareAuto/point-cloud-filter-transform-nodes.html article. Can add details on :
- What is Angle filtering?
- What is Distance filtering?
- What does the Static Transformer do in this case?
We do not need to add the following information since the node is only outputting in format of PointCloud2
