MS2.launch.py seems to be broken
Description
MS2 launch file seems to be not working on current master branch.
How to Reproduce
Run ms2.launch.py and LGSVL simulation.
RMW_IMPLEMENTATION=rmw_cyclonedds_cpp /opt/lgsvl/simulator
ros2 launch autoware_auto_avp_demo ms2.launch.py
Current Behavior
NDT localizer is outputs map->odom TF.
Expected behavior
NDT localizer is not outputting map->odom TF.
