Fix Regression with point_cloud_filter_transform_node
Description
Commit 5c2c3b17 introduced a bug which causes point_cloud_filter_transform_node_exe
to run but not show up in the nodes list or process any data.
How to Reproduce

Autoware.Auto/install/setup.bash
ros2 run point_cloud_filter_transform_nodes point_cloud_filter_transform_node_exe __ns:=/lidar_front __node:=filter_transform_vlp16_front __params:=/home/whitleysoftwareservices/autoware.auto/install/point_cloud_filter_transform_nodes/share/point_cloud_filter_transform_nodes/param/vlp16_sim_lexus_filter_transform.param.yaml
Current Behavior
No errors but node does not appear in ros2 node list
and does not subscribe/publish to topics.
Expected behavior
Node works as before.
