Apply "double-star" Syntax to All Param Files

The outcome of the discussion was that we should be using a feature in param files which avoids having to explicitly state the node name and node namespace in the param file. This is the "double-star" syntax shown here:
/**:
ros__parameters:
param1: value1
Since parameters are now node-specific, using the "double-star" syntax makes all defined parameters apply to the node to which the file is passed, regardless of its globally-resolved path. This should be implemented throughout the stack to avoid having to manually update these values when they change.
