Use Upstream serial_driver
Description
The package serial_driver
has been released as part of https://github.com/ros-drivers/transport_drivers and is now available from the Build Farm.
Expected behavior
Autoware.Auto should use as many upstream packages as possible to reduce maintenance and build time.
Definition of Done

Remove serial_driver
from the Autoware.Auto codebase -
Test for issues when using dependent packages like the Xsens driver
