Create VCS file at the base of the repository for external dependencies
Description
For the AVP 2020 demo, the external package robot_localization
will be used. Eventually the ROS2 port of this package will be released to the build farm but, at least for the first milestone, we require it to be built with the Autoware.Auto stack. VCS has proven to be very useful and simple to use in the Autoware.ai stack so it was recommended as the mechanism for this.
Purpose
To include external source-code dependencies without utilizing submodules.
Desired Behavior
To be able to run a single command to import all dependencies which are not available in the ROS build farm.
Definition of Done

In another ticket, this file will be moved to a more appropriate location, if required.
