Add pixel binning to spinnaker_camera_driver and spinnaker_camera_node

Description

Add to spinnaker_camera_node configuration the ability to enable binning.
Without using binning, reducing the window size with the window_width and window_height parameters reduces the field of view. Besides binning in some modes increase frame rate and image intensity.
