Update to ros2 udp driver broke the build

Latest update to ros-foxy-udp-driver
apt package broke the compilation of velodyne_nodes
in autoware auto
An issue was filed here

How to Reproduce
Go into ade. Run,
sudo apt update && sudo apt install ros-foxy-udp-driver
colcon build --packages-up-to velodyne_nodes
Current Behavior
Build fails
Expected behavior
Build should pass
