Add a package which connects Autoware.Auto and Autoware.AI
New package includes function which launch both ROS2 node for .Auto and ROS1 Node for .AI.
For the first step, Velodyne driver for Autoware.AI is replaced with the Velodyne driver for Autoware.Auto.
Goal: Successful execution of Velodyne driver provided by Autoware.Auto and Voxel Grid provided by Autoware.AI
