Add more models to the Velodyne driver
Currently we only support the VLP-16, which has served us well, but if we'd like our velodyne driver to become the mainstream, we need to match the ROS 1 driver in terms of functionality. That means adding support for more models, namely HDL-64E, HDL-32E and VLP-32C: https://wiki.ros.org/velodyne_driver#Supported_Devices
