Fix vehicle_status.angle definition

Modify vehicle_status.angle definition from steering wheel [deg] to steering [rad]. autoware#1 (closed)

For test this MR,

  1. Load vehicle_info (example: estima_daa_ahr20w.yaml)
  2. Launch can2odom and vel_pose_connect
  3. Play ROSBAG (example: toyota)
  4. Check /vehicle_status and /vehicle/odom
